Metropolitan police accounted for the greatest number of arrests 16% of the total.
Prison population

It seems logical that the lack of prison places restricts the number of arrested persons. We can only accommodate them safely within our rules.
Hence even Met Police have to make choices. They decide what, whom, and when they arrest people. Local arrests must be processed and dealt with in police stations initially. This happens prior to sending suspects to prison. That’s our speculation.
The Housing and Communities Secretary, Angela Rayner, has now approved a new prison on the Green Belt. This decision goes against the wishes of the local Council.

Our laws and regulations play a role in controlling criminality in day-to-day living. It is a question for our lawmakers to decide. Can we successfully repatriate criminals with lawful living?
